Aiming to End the State of Emergency in the Southern Macrozone by 2025: Senate Extends Measure Again
With 30 votes in favor and one abstention, lawmakers supported the measure already approved by the Chamber of Deputies, which will be in effect for 30 days starting December 2.
With the Executive's commitment to withdraw the measure after summer and once key security laws are approved, the Senate Chamber greenlit another extension of the state of emergency in the La Araucanía region and the provinces of Arauco and Biobío in the Biobío region.
With 30 votes in favor and one abstention, lawmakers supported the measure already approved by the Chamber of Deputies, which will be in effect for 30 days starting December 2. Under this measure, the Armed Forces and Security Forces safeguard these areas against violent incidents.
Phasing Out the State of Emergency
Interior Minister Carolina Tohá announced that "we will begin the de-escalation process after summer, by which time we expect the rules on the use of force and critical infrastructure to already be laws."
"With this year's security data, our initial plan was to eliminate the state of emergency during 2024. However, after the attack that killed three police officers in Cañete, those plans changed. We aim to carry out this de-escalation after summer because this period is challenging in terms of crime," she explained.
"We are considering transitioning from this emergency measure to applying the critical infrastructure law. This way, military presence would not disappear but would remain on the roads. Our goal is to de-escalate and complement this action with other measures," she noted.
Decline in Violent Incidents
In numbers, the authority stated that this year, compared to 2023, there was a 45% average decrease in attacks across all regions of the southern macrozone.
Regarding arrests, Minister Tohá highlighted that in 2023, there were 123 arrests linked to 10 organizations, while this year, 127 arrests were made, identifying two new criminal groups.
