SII Intensifies Oversight in Timber Transportation to Combat Theft

The Internal Revenue Service (SII) announced a set of measures to strengthen the oversight of timber transportation, in a joint effort with Carabineros de Chile, the Investigative Police, the Public Prosecutor's Office, and the National Forestry Corporation (CONAF).

These actions seek to combat timber theft and improve oversight, in line with Law 21.488 and its regulations, Decree No. 48 of 2023. Circular No. 75, which updates the requirements for issuing shipping guides and invoices in the forestry sector, will take effect on November 1, 2024, rendering Resolution No. 123 of 2021 void.

The new regulations require detailed information in tax documents issued by forestry sector taxpayers, including georeferencing of origin and destination, property data, Management Plan Resolution number, unit price of transported species, and identification of those responsible for transportation or storage. The implementation of an electronic shipping guide will enable online validation of these documents, providing more effective and transparent control of traded timber.

With these measures, the SII aims to provide more robust tools for timber traceability and, consequently, significantly reduce illegal trafficking of this resource. Interagency collaboration and technology are key pillars in this new oversight strategy.
