Acoforag: Increased surveillance could be the key political support against terrorism

Agricultural and forestry unions expressed some dissatisfaction with the actions taken by the Government to prevent acts of violence in rural areas, such as the attack over the weekend that claimed the life of a forestry guard in the commune of Victoria, to which the government attributes the actions of a "stable and sustained organization over time."

Regarding this, the manager of the Association of Forestry Contractors (Acoforag), René Muñoz, stated that "we hope that increasing the surveillance proposed by the Minister of Security, Luis Cordero, will be the political support needed by the Armed Forces and the police to confront these terrorist groups."

Meanwhile, the president of the Multiguild of La Araucanía, Patricio Santibáñez, pointed out that "it cannot be that we only have surveillance measures and actions via criminal prosecution. Here, the Executive Branch needs a much more proactive action aimed at dismantling. If these groups are not dismantled, we will continue to be exposed to acts of violence."

The lawsuit filed by the Government following the attack over the weekend that claimed the life of a forestry guard in the commune of Victoria attributes the action to a "stable and sustained organization over time."

Amid the outcry from the victim's family and business guilds of La Araucanía to invoke the Anti-Terrorism Law, the Ministry of Public Security decided, in principle, that the legal action would refer to the figure of "criminal association with homicide," as was learned on Monday.

As reported by Ex-Ante, the lawsuit filed in the Victoria Guarantee Court attributes the crime of Manuel León to "a group of at least four individuals previously coordinated, members of a stable and sustained organization over time, (who) positioned themselves on Route CH 181."

The attackers "(carried) short and long firearms and ammunition of various calibers, suitable for firing, and without the corresponding authorizations."

"Clear intention to kill"

"They emerged from wooded areas with the clear intention of ambushing and killing the victims (...) Manuel León Urra, R.I.P., and César Osorio, who were aboard a gray pickup truck, performing surveillance duties at the forestry property called 'Los Prados' of Forestal Mininco," it continues.

"The victims, upon realizing what was happening, began to flee, at which moment the antisocial individuals, in a coordinated manner, fired a series of shots at the workers, managing to hit both of their bodies," states the document.

"As a result of these actions, the victim Manuel León Urra, R.I.P., died at the scene due to the severity of the injuries suffered as a consequence of the ballistic impacts, and the victim César Osorio was seriously injured, with death not occurring due to reasons independent of the perpetrators' will," it adds.
