The Minister of Defense, Adriana Delpiano, opened up to the possibility of de-escalating the state of exception in some communes of the Southern Macrozone, provided there is a prior evaluation together with local authorities and the heads of the National Defense.
The statements were made within the framework of the constitutional state of exception that has remained in effect for several years in the province of Arauco, in the Biobío region, and throughout the La Araucanía region.
In an activity held at the Navy shipyards in Talcahuano, the Secretary of State acknowledged that the Executive Branch is analyzing moving forward with a gradual reduction of the measure in certain territories.
However, Delpiano emphasized that any decision must be previously consulted with the heads of the National Defense and local authorities.
"To see how it is de-escalated, where it is possible, and which are effectively the places that, for various reasons, still maintain more anarchist or more ultra-infiltrated groups," she stated.
In this line, Delpiano maintained that, although this month it was possible to keep the area under a state of exception, she warned that "one cannot live their whole life with an exception zone."
The minister gave examples of communes where no violent incidents have been recorded, mentioning the case of Pucón, in the La Araucanía region, which, despite being under the measure, has historically not presented episodes of insecurity.
"The de-escalation has been happening naturally. Go and ask the people vacationing in Pucón if they feel afraid or if something happens to them, and surely not. And that is also La Araucanía," she affirmed.
"There are territories in which practically nothing different happens from any commune in Chile," she stated.
It is worth remembering that parliamentarians from different sectors have already raised the option of de-escalating the state of exception in the Southern Macrozone.
This debate also takes place in the context of an interregional meeting that will take place this Thursday in the Bío Bío region, led by the Undersecretary of the Interior, Víctor Ramos, together with the presidential delegates Eduardo Pacheco (Biobío) and Eduardo Abdala (La Araucanía), in addition to the heads of the National Defense of both regions.
At this meeting, the progress of the state of exception in the Southern Macrozone will be analyzed, and the participation of institutions such as the Ministry of Security and the Prosecutor's Office of both regions is expected.
