Strengthening coordination among security institutions was the main objective of the Second Araucanía-Biobío Macrozone Session 2026, held at the Biobío Provincial Presidential Delegation.
The meeting was led by the regional presidential delegates of Biobío and La Araucanía. Also participating were the provincial presidential delegates of Biobío, Malleco, and Arauco; the head of the National Defense of the Southern Macrozone; and representatives of Carabineros and the Investigative Police.
During the meeting, the first weeks of operation of the unified command between both regions were evaluated, and the actions that will accompany the Constitutional State of Exception were defined.
The regional presidential delegate of Biobío, Julio Anativia, explained that the session continued the work initiated before the unified command came into effect, implemented on June 20.
"We, the delegates of the Southern Macrozone, which includes the regions of Biobío and La Araucanía, have met with the Head of National Defense and the police forces of both regions, with the aim of providing continuity to a coordinated effort being carried out in security matters within the context of the Constitutional State of Exception," he stated.
The authority indicated that the new framework responds to a strategy seeking to better address crimes affecting both regions, considering that criminal organizations do not act according to administrative boundaries.
"This new phase began on June 20, when the Defense Command was unified, and it corresponds to a strategy that aims to unify command, considering that administrative and geographical divisions are not part of those groups that commit terrorist actions or criminal acts," he asserted.
OPERATIONS WILL CONTINUE
Regarding the procedures carried out in the province of Arauco, Anativia highlighted the results obtained by the police forces and assured that operations will continue to be executed.
"We have a positive evaluation of the work being done by the Head of National Defense in coordination with the police forces, and after the change of command, operations have been carried out that have yielded significant results," he stated.
Likewise, he added that the new design seeks to strengthen these interventions through higher levels of coordination and with the support of the constitutional reform project currently being processed in Congress to expand the powers of the Armed Forces during the State of Exception.
Regarding the effectiveness of the Constitutional State of Exception in the Southern Macrozone, the regional presidential delegate of Biobío indicated that "it has undoubtedly contributed to providing greater security. This has been demonstrated by the decrease in attacks that have occurred in recent times," although he specified that it is still necessary to reinforce the strategy to achieve permanent conditions of security and social peace.
For his part, the regional presidential delegate of La Araucanía, Francisco Ijubetic, valued the meeting and highlighted that joint work between both regions will allow for more effective decision-making.
"This is a second working opportunity in which we have received contributions from General José Manuel Soto, the generals of Carabineros, and the prefects of the Investigative Police. With information, we manage to make appropriate decisions for the future of our macro-region," he stated.
Likewise, he emphasized that addressing security problems requires a shared vision between both regions.
"I believe that the path we are developing is the right one to achieve the results that both regions of our country require," he affirmed.
For his part, the head of the National Defense of the Southern Macrozone, General José Manuel Soto, explained that the Armed Forces will continue to support the police forces while the new command framework is implemented.
"We are complying with the supreme decree and providing security and protection, mainly in support of the police forces in the very important work they carry out," he indicated.
The officer also clarified that the Navy will maintain a presence in the province of Arauco. "The Army and the Navy are working jointly to provide security. The Navy is not withdrawing from Biobío; on each of the routes and in places where security presence is required, the Army and the Navy are operating jointly in support of the police forces," he stated.
Soto also highlighted that rural violence has shown a decrease in recent weeks and attributed this result to coordinated work among the institutions.
"The balance is the interagency coordination work with our main authorities. Today we have met with the presidential delegates of the two regions and the four provinces in a joint effort of support and security for our citizens," he concluded.
