The director of theNational Institute of Human Rights (INDH), Consuelo Contreras, reiterated her stance on creating a dialogue table to find a solution to the violence in the Macrozona Sur, including participation from violent or "more extreme" groups, as she called them.
"I am convinced that the situations of violence in the south-central zone must end because we are deeply concerned about the situation faced by the victims of violence in those regions," stated the director of INDH.
She added that "we believe there must be broad dialogue where everyone must come to the table" and that it is important that "this dialogue is led by someone with political power and that everyone sits at the table."
Consuelo Contreras explained that, once the dialogue instance is established, "the necessary condition for everyone to come to the table is that there must be a situation of peace" and that it must be respected that "the monopoly of force" lies "solely with the armed and security forces."
On this point, she insisted that "it is important" for the aforementioned agreement instance to include "the groups that are more extreme." However, she added, "they must lay down their arms to sit at the table and resolve once and for all a problem that has persisted for over thirty years." Source:www.biobiochile.cl
